The SA1100 serial port had its major/minor numbers officially assigned:

However... those may not be used by the driver.  Some compatibility
concerns are in favor of using the typical /dev/ttyS0, /dev/ttyS1,
/dev/ttyS2 on major 4 minors 64-66.  For that reason, the standard 16x50
driver should starts registering its devices from ttyS3 and upwards
instead of ttyS0 to avoid conflicts with the minors used by the SA1100
serial driver.  The file serial.c seems to make use of the
SERIAL_DEV_OFFSET constant for doing just that.

If you really want to use the old major/minor with the serial_sa1100
driver, you'll need to edit the code and flip the "#if 0" into "#if 1"
surrounding the definitions for the major/minor to use "search for "ttySA"
and you'll get it).

Otherwise, if you're not using devfs, you must create those inodes in /dev
on the root filesystem used by your SA1100-based device:

	mknod ttySA0 c 204 5
	mknod ttySA1 c 204 6
	mknod ttySA2 c 204 7
	mknod cusa0 c 205 5
	mknod cusa1 c 205 6
	mknod cusa2 c 205 7

In addition to the creation of the appropriate device nodes above, you
must ensure your user space applications make use of the correct device
name. The classic example is the content of the /etc/inittab file where
you might have a getty process started on ttyS0.  In this case:

- replace occurences of ttyS0 with ttySA0, ttyS1 with ttySA1, etc.

- don't forget to add 'ttySA0', 'console', or the appropriate tty name 
  in /etc/securetty for root to be allowed to login as well.
